陸委會：九二共識的歷史事實不容否認

（中央社記者周羿伶台北21日電）對於前總統李登輝近日有關「九二共識」的言論，行政院大陸委員會今天表示，「九二共識」形成過程及相關文件都還存在，「白紙黑字的歷史事實不容否認」。

李登輝日前投書日本Voice月刊，批評中國國民黨加速對中傾斜是以「九二共識」為基礎，而「九二共識」「完全是捏造的」。對此，陸委會21日發布聲明加以說明。

陸委會表示，1992年香港會談時，大陸要求對「一個中國原則」表述進行協商，雙方無法獲致共識，經函電往來後，海峽交流基金會提出「對『一個中國』原則……以口頭聲明方式各自表達」，大陸海峽兩岸關係協會對此表示尊重並接受，此為「一中各表」的「九二共識」，「一中」就是中華民國，是台灣民眾的最大共識。

陸委會說，「九二共識、一中各表」是兩岸制度化協商及互動往來的基礎，政府表述的「一中」是依據中華民國憲法，當然指的是中華民國。

有關李登輝對「九二共識」的看法，陸委會強調，李登輝在1992年8月1日主持國統會，通過「關於一個中國的涵義」的決議：「海峽兩岸均堅持『一個中國』的原則，但雙方所賦予之涵義有所不同」，1992年10月的香港會談時，政府以此立場提出表述方案，對政府而言，「九二共識」名詞是用以概括「一中各表」的意涵。當年「九二共識」形成的過程及相關文件都還存在，「白紙黑字的歷史事實，不容否認」。

陸委會強調，政府對於「一中各表」的「九二共識」表述是依據中華民國憲法及其增修條文，沒有推動「兩個中國」、「一中一台」、「台灣獨立」的問題。

陸委會認為，各界必須完整看待及解讀「九二共識」的歷史，否認「一中各表」的「九二共識」將會讓台灣在兩岸互動過程中失去捍衛國家主權的重要憑藉。1040821
