陸學者：「各表」非九二共識核心

大陸國台辦主任張志軍出席第12屆兩岸關係研討會時指出，「『九二共識』回答了兩岸關係性質這一根本性問題，即大陸與台灣同屬一個中國，這是『九二共識』的核心意涵。」陸委會同日指出，「九二共識，一中各表」的「核心」是「堅持中華民國主權」；陸委會主委夏立言15日在美國紐約也作了類似表述。就兩岸在此一問題觀點不一，哪一方更符合史實？

大陸全國台灣研究會研究員嚴峻接受本報專訪指出，要回答這一問題，須重新審視當年兩岸兩會往來文書與紀錄。

「不表」vs.「各表」

經梳理，大陸海協會在1992年的最後表態為：「海峽兩岸都堅持一個中國原則，但在兩岸事務性商談中不涉及一個中國的政治涵義」；海基會的最後表態則為：「海峽兩岸雖均堅持一個中國原則，但對於一個中國的涵義，認知各有不同。」就上述表態，「雙方同意各自以口頭方式表述。」

依此，有學者將兩岸兩會的立場分別以「一中不表」和「一中各表」概括。

但嚴峻表示，這並不準確，若非要用上述4字詞組概括的話，也應為「一中，不表」和「一中，各表」。他強調，「這其中的逗號很關鍵」，加上逗號後，逗號之前的「一中」正是兩岸有共識的部分，而「不表」與「各表」則是雙方分歧所在。

嚴峻指出，台灣多年來一直將「九二共識」解釋為「一個中國，各自表述」，現在更多是將「九二共識」和「一中各表」並列使用，形成了「九二共識，一中各表」，就文法而言，實際上已是同義反覆，目的無非是強調「各表」。

一中各表陸未認可

他強調，2008年以來，為維護兩岸關係和平發展大局，陸方對於將「九二共識」解讀為「一中各表」雖未再公開反駁，但也從未認可，且認為「九二共識」具有「求同存異」的特點。

然而，大陸多年來也一再強調其中「同」的部分，指「兩岸同屬一個中國」是「九二共識」的「關鍵」，或者「主要內容」。

嚴峻直言，「九二共識」既然稱為「共識」，顧名思義，其關鍵或者說「核心」應在雙方「同」的部分，即「一中」部分，而不是「異」的部分。正因如此，「異」的部分不可能成為「九二共識」的「核心」。

他同時呼籲，在政治難題得到妥善解決前，兩岸應繼續求同存異，莫凸顯分歧，對「九二共識」內涵做出不當解讀。
